Directions for creating a Tutu

Take the length you would like the tutu and double it. The sample I made is 14 inches for my 2yo (who is the size of a 4 yo). So, I cut 28 inch strips in the colors I chose.

Below is how to tie the tulle around the elastic. Be sure to be consistant on how you tie it for each strip of tulle.
